I have turned on Home Sharing on my desktop and my laptop. It shows my music from my desktop on my laptop, but I want to sync some of those songs on to my phone which is connected to my laptop. I cannot figure out how to transfer these songs to my phone.

If the songs are purchased under another account to the one used on the phone you cannot sync them. You might consider using family sharing instead.
iTunes can only add content to a device if it is stored in the local library. You may be able to use Home Sharing to copy the tracks from one library to another, otherwise you can copy them over using your network or a portable external drive, USB memory stick or similar.
